Sae Nijiima's Confidant is one of many that the player can invest time into throughout a playthrough of Persona 5 Royal, however, the unique circumstances surrounding this Confidant's obtainment result in a highly irregular establishment of the Judgement Arcana.

One of the most interesting characters in the entire game, the prosecutor Sae Nijiima, will converse with you throughout the game, and her confidant ranks up automatically as you progress in the interrogation sequences.

The ultimate goal of ranking up your Judgement Arcana to max with Sae Niijima is to persuade her that prosecuting you would not be just, and avoid reaching the bad ending of the game.

There is only one skill attached to the Judgement Arcana, as it is a story-related ability. Obtaining True Justice is what allows you to convince Sae Nijiima to trust you.
Ranking up
Ranking up with Sae Nijima from ranks 1-6 is achieved through many different story events that are mandatory to complete to progress in Persona 5 Royal.

Rank 1 | Story event on July 9th, after completing Kaneshiro Palace. |

Rank 3 | Story event on August 22nd, after completing Futaba's Palace. |
Rank 4 | Story event on September 13th, after Makoto retrieves the data from Sae's computer. |

Rank 6 | Story event on October 28th. |
A unique (and perhaps slightly confusing) quirk of Sae's confidant is that just like the other Confidants, she has a total of 10 ranks of progression and initially progresses through these one at a time, however, her final rank-up event jumps from Rank 6 all the way to MAX.
Rank 10 (MAX)
All of the Rank Ups from Rank 6 take place on November 20th, after completing Niijima's Palace.
You will have a lengthy discussion with Niijima in your interrogation room, and there are 2 questions that she will ask you that must be answered with a firm disposition to keep the identities of your anti-hero friends The Phantom Thieves anonymous.
"Those are the accomplices in the Phantom Thieves case, are they not?" | No. | Never heard of them. | That's right. (Bad Ending) |

If you choose either of the Bad Ending options, Niijima will thank you for your cooperation and leave the interrogation room. Aketchi will soon after enter and shoot the guard watching over you.
In a cinematic following, Aketchi kills you in your cell by shooting you in the head, and you awaken in the velvet room where Igor explains that you have brought ruin to his plan of salvation for selling out your friends.

Judgement Personas and Bonuses
When the Judgement Arcana Confidant is established from first speaking with Sae Niijima, fusing Judgement Personas will not yield an Arcana Burst, nor will a Persona gain any extra experience from being strengthened until after Niijima's Palace has been vanquished.

Sae Niijima represents a key turning point in the extremely lengthy narrative that is Persona 5 Royal. Her Confidant questline is indeed tied directly to the game's progression (saving you the hassle of meticulously planning your calendar), making her an extremely important character outside of your main party of The Phantom Thieves.
The Judgement Arcana is considered to be very strong late into the game, as it's best utilized after going through Niijima's Palace.
